Betpanda

This Anti-Money Laundering and Know Your Customer Policy ("Policy") sets out the obligations of Star Bright Media S.R.L, the operator of Betpanda (betpandago.com), with respect to the prevention of money laundering, terrorist financing, and related financial crime. All players who access or use betpandago.com are subject to this Policy. By registering an account and using the platform, you confirm that you have read, understood, and agree to comply with the requirements described herein.

1. Introduction and Purpose

Betpanda is operated by Star Bright Media S.R.L under a Costa Rica gaming authorisation. Although Costa Rica does not impose a mandatory statutory AML framework identical to those found in some other jurisdictions, Star Bright Media S.R.L recognises that responsible operation of an online gaming platform carries inherent obligations to prevent the misuse of its services for money laundering, terrorist financing, or any other illicit financial activity. Accordingly, Betpanda voluntarily adopts and enforces a robust AML/KYC framework consistent with internationally recognised standards, including the Financial Action Task Force (FATF) Recommendations.

The core objectives of this Policy are to:

2. Definitions

For the purposes of this Policy, the following definitions apply:

3. Legal and Regulatory Framework

Star Bright Media S.R.L is incorporated and licensed in Costa Rica. In addition to any applicable Costa Rican requirements, Betpanda aligns this Policy with the following internationally recognised frameworks and guidance:

This Policy is reviewed and updated at least annually, or whenever material changes in applicable law, guidance, or operational risk occur.

4. Scope of This Policy

This Policy applies to:

Because Betpanda operates exclusively in cryptocurrency and accepts no fiat currency payments, all financial activity — deposits, withdrawals, bonus credits, rakeback, and cashback — occurs on-chain or via supported crypto networks. This does not diminish the platform's AML obligations; cryptocurrency transactions are subject to the same level of scrutiny as equivalent fiat transactions.

5. Risk-Based Approach

Betpanda adopts a risk-based approach (RBA) to AML and KYC. This means that the level of due diligence applied to any individual player is proportionate to the assessed risk that player presents in terms of money laundering or terrorist financing. The key factors considered when assessing player risk include:

Risk classifications are assigned as Low, Medium, or High, and the applicable due diligence measures are scaled accordingly.

6. Prohibited Persons and Jurisdictions

Betpanda does not knowingly accept registrations from, or provide services to, any person who:

Where a player is identified as falling into one of the above categories after account opening, Betpanda reserves the right to immediately suspend or permanently close the account and to withhold or return any funds in accordance with applicable legal obligations.

7. Customer Due Diligence (CDD)

7.1 Account Registration

Opening an account at betpandago.com requires a valid email address and a password. Betpanda acknowledges that initial registration is deliberately streamlined to provide a fast onboarding experience. However, this does not exempt any player from the requirement to provide identity verification when triggered by the circumstances described in this Policy. Betpanda reserves the right to request verification at any point in the account lifecycle.

7.2 Standard CDD Triggers

Standard Customer Due Diligence will be initiated in any of the following circumstances:

7.3 Information and Documents Required

When CDD is triggered, Betpanda will request the following information and supporting documentation:

Category Information Required Acceptable Documents
Identity Verification Full legal name, date of birth, nationality Valid passport, national identity card, or government-issued photo ID
Address Verification Current residential address Utility bill, bank statement, or official correspondence dated within the last three months
Source of Funds Origin of funds deposited on the platform Bank statements, payslips, cryptocurrency exchange statements, business accounts, or other evidence of legitimate income
Source of Wealth (EDD) Overall financial standing and how wealth was accumulated Tax returns, company ownership documents, investment account statements, inheritance documentation
Cryptocurrency Wallet Ownership Confirmation that the player owns the wallet(s) used for deposits and withdrawals Signed message from wallet, exchange account screenshot, or other cryptographic proof as directed by Betpanda's compliance team

All documents must be provided in a legible format. Betpanda may request certified copies where it considers the risk level warrants additional assurance. Documents submitted in a language other than English may need to be accompanied by a certified translation.

7.4 Verification Process and Timelines

Upon submission of the required documents, Betpanda's compliance team will review and assess them within a reasonable timeframe. Players will be notified of the outcome of verification by email or via the Live Chat support function, which is available 24/7. During the verification period, Betpanda reserves the right to place a temporary hold on withdrawal requests and to limit deposit functionality. Failure to provide the requested documentation within a reasonable time — or the submission of documents that cannot be verified — may result in account restriction or closure.

8. Enhanced Due Diligence (EDD)

Enhanced Due Diligence applies to players who present a higher risk profile. EDD may be triggered by any of the following circumstances:

Under EDD, Betpanda will undertake all standard CDD measures and will additionally:

9. Cryptocurrency-Specific AML Controls

Because betpandago.com operates exclusively in cryptocurrency — including Bitcoin, Ethereum, Binance Coin, Lightning Network transactions, and over 30 additional supported coins — Betpanda applies specific controls tailored to the nature of crypto-asset transactions.

9.1 Blockchain Analytics

Betpanda utilises blockchain analytics tools to screen wallet addresses associated with player deposits and withdrawals. These tools assess the risk exposure of a wallet address by reference to known illicit activity, including associations with sanctioned entities, darknet markets, ransomware activity, theft, scams, or coin-mixing and tumbling services. Where a wallet address is identified as high-risk, Betpanda will initiate a review of the account, which may include EDD procedures or, where appropriate, account suspension.

9.2 Mixing and Tumbling Services

Betpanda does not knowingly accept deposits that have passed through cryptocurrency mixing or tumbling services (also known as coin mixers), which are commonly used to obscure the origin of funds. The receipt of funds from such services may be treated as a suspicious activity indicator and will trigger an immediate review.

9.3 Lightning Network Transactions

Betpanda offers near-instant deposits and withdrawals via the Lightning Network. Whilst Lightning Network transactions may not be individually recorded on the base-layer blockchain in the same manner as standard on-chain transactions, Betpanda applies equivalent AML scrutiny to all Lightning Network activity and maintains internal records sufficient to reconstruct the transaction history of any account.

9.4 Third-Party Wallet Prohibition

Players are required to transact only using cryptocurrency wallets that they personally own and control. Betpanda will not knowingly process withdrawals to a wallet address that differs materially from that used for deposits without satisfactory explanation and verification. The use of third-party wallets is a recognised indicator of potential money laundering and will be investigated accordingly.

9.5 Transaction Limits

Betpanda applies internal deposit and withdrawal limits as part of its risk management framework. These limits may be adjusted dynamically based on a player's verification status, risk classification, and account history. Players whose accounts are subject to enhanced monitoring may have reduced limits applied until the relevant review is complete.

10. Ongoing Monitoring

KYC verification is not a one-time event. Betpanda conducts ongoing monitoring of player accounts throughout the duration of the relationship. This monitoring includes:

Where ongoing monitoring reveals new information that increases the assessed risk of an account, Betpanda will escalate the level of due diligence applied accordingly.

11. Suspicious Activity — Identification, Reporting, and Internal Escalation

11.1 Indicators of Suspicious Activity

Betpanda's compliance team and all relevant staff are trained to identify potential indicators of suspicious activity. The following are examples of behaviours or patterns that may indicate money laundering or terrorist financing:

This list is illustrative and not exhaustive. Betpanda's compliance team exercises professional judgement in identifying suspicious activity.

11.2 Internal Reporting

Any member of Betpanda's team who identifies or suspects suspicious activity is required to report their concerns promptly to the Money Laundering Reporting Officer (MLRO). Reports must be made internally as soon as reasonably practicable after the relevant suspicion arises. It is a serious disciplinary matter for any member of staff to knowingly fail to report a suspicion of money laundering or terrorist financing.

11.3 MLRO Responsibilities

The MLRO is responsible for:

11.4 Tipping Off

Where a suspicious activity report has been filed or is under consideration, it is strictly prohibited for any person — whether a member of staff or any other party — to disclose to the player under investigation, or to any third party, that a report has been made or that an investigation is under way. This prohibition, commonly referred to as the "tipping off" prohibition, is essential to the integrity of any AML investigation.

12. Sanctions Screening

Betpanda screens all player details — including names, nationalities, and wallet addresses — against applicable international sanctions lists at the point of registration and on an ongoing basis thereafter. These lists include, but are not limited to:

Where a player is identified as a sanctions match or potential match, their account will be immediately suspended and the matter referred to the MLRO for review and, where required, external reporting. No funds will be released from a sanctioned account until the matter has been resolved in accordance with applicable legal requirements.

13. Politically Exposed Persons (PEPs)

A Politically Exposed Person (PEP) is an individual who holds or has held a prominent public function, such as a head of state or government, senior politician, senior government official, senior judicial or military official, senior executive of a state-owned enterprise, or senior official of a political party. The category also extends to immediate family members and known close associates of such individuals.

Betpanda screens all players against PEP databases at registration and on an ongoing basis. Where a player is identified as a PEP or close associate of a PEP, Enhanced Due Diligence will be applied as described in Section 8 of this Policy. PEP status does not automatically disqualify a player from holding an account, but the relationship will be subject to heightened scrutiny and will require senior management approval to initiate or maintain.

14. Record Keeping

Betpanda maintains comprehensive records in connection with its AML and KYC obligations. Records are retained for a minimum of five (5) years from the date of the relevant transaction, the end of the business relationship, or the date of any suspicious activity report — whichever is the later. Records maintained include:

All records are stored securely and access is restricted to authorised personnel on a need-to-know basis. Records may be made available to competent authorities upon receipt of a valid legal request.

15. Player Obligations

By registering and using betpandago.com, players agree to:

Betpanda reserves the right to suspend or close any account where a player fails to meet these obligations, and to withhold funds pending resolution of any compliance concern.

16. Consequences of Non-Compliance

Where a player fails to comply with the requirements of this Policy — whether by failing to provide requested documentation, providing false or misleading information, or by engaging in conduct consistent with money laundering or terrorist financing — Betpanda may take any or all of the following actions:

Players should be aware that funds associated with confirmed or suspected money laundering activity may be subject to freezing, confiscation, or return in accordance with applicable legal requirements.

17. Staff Training

All members of Betpanda's team who have responsibilities that touch on customer onboarding, transaction processing, customer support, or compliance are required to complete AML and KYC training appropriate to their role. Training covers:

Training is provided at induction and refreshed at least annually, or more frequently where material changes in the regulatory environment or operational risk occur.

18. Responsible Gambling and AML Interaction

Betpanda recognises that there is an important intersection between responsible gambling controls and AML obligations. Patterns of play that may indicate problem gambling — such as depositing large sums immediately after significant losses, or highly erratic wagering behaviour — may also be relevant to the assessment of financial crime risk. Betpanda's compliance and responsible gambling functions work in concert to ensure that concerns are identified and addressed holistically.

Players who exhibit signs of problem gambling are encouraged to make use of the responsible gambling tools available on betpandago.com, including account limits and self-exclusion. The imposition of responsible gambling restrictions does not prevent the concurrent application of AML controls where relevant concerns have been identified.

19. Data Protection

All personal data collected by Betpanda in the course of implementing this Policy is processed in accordance with betpandago.com's Privacy Policy. Personal data collected for AML and KYC purposes will be used only for those purposes and for any other purposes permitted by applicable data protection law. Players have rights in relation to their personal data; further information is set out in the Privacy Policy, available on betpandago.com.

20. Amendments to This Policy

Star Bright Media S.R.L reserves the right to amend this Policy at any time. Amendments will be published on betpandago.com and will take effect immediately upon publication unless a later effective date is specified. Players are encouraged to review this Policy periodically. Continued use of betpandago.com following the publication of any amendment constitutes acceptance of the revised Policy.
